I am writing this believing that this is true.
If I look from Higashide-san's perspective, it feels like he has given his wife Anne-san, all the rights to make a decision because he himself is the bad guy here. But if I am in the situation of Anne-san then I'd be like; "So any decision is good enough for you then huh, what about YOUR feelings, is this all there is to it?" towards him.
Since he has done something that can't be undone, he should cast aside his shame and should just apologize with everything he's got. Say "You're the only one for me!" and just cling to her, and say "You're the one I love".
But then again it'd be like: "then why the hell did you cheat on her"; anyways, I do think she is kind of waiting to hear those words.

I think the question "Who do you like more ? ..." was problematic, but you're not wrong if you perceived that he still have feelings for who he was cheating with after hearing the answer he gave.
I don't know if this is the final decision, but I think whatever decision Anne-san comes to is the correct one.
